How to Buy IREX

Four business models, one platform. The choice is not really about software: it is about where your data lives, who operates the system, and how much of the technology you intend to own. Pick the row that describes you.

Model 01 Primary

Self-Hosted SaaS

Optimized for data sovereignty. The platform installs as a private cloud on infrastructure you own, and IREX has no data plane on the other side of it.

This is the model most IREX customers buy, and the one national programs are built on. Your cameras connect to your own bare metal, in your own jurisdiction, running the IREX Private Cloud platform. The four guarantees below are architectural facts of that arrangement rather than contractual promises, which is the reason a public-safety agency can defend custody of its own evidence.

  • You own and control 100% of your data. IREX neither owns nor accesses your video, events, logs, alarms, watchlists, or floor plans. There is no IREX-side data plane for customer media.
  • On-premises, private cloud, or fully air-gapped, with no internet dependency at runtime.
  • The infrastructure stack is entirely open source and inspectable: Kubernetes, Ceph, Cassandra, Kafka, PostgreSQL, Elasticsearch. IREX-authored components are available for source review or escrow under license.
  • Every high-risk AI action is bound to a mandatory Case ID and written to an append-only, tamper-evident log.
Who Operates It
You do, on your own or your partner's infrastructure, under a documented shared-responsibility matrix.
What Is Included
The platform license per camera, the IREX Private Cloud platform at program volume, and Standard Support.
Contract Shape
Annual subscription, or a perpetual license that includes three years of standard support with extended support per year thereafter.
Best Fit
Large estates: a citywide program and upward. It suits agencies with long capital cycles and hard data-residency rules.

Model 02 Recommended in the US

IREX-Hosted SaaS

IREX operates the platform as a managed service in its own private cloud, so you buy an outcome instead of a hardware project.

For most US buyers this is the shortest path to running analytics on the cameras you already operate. There is no server to procure, no rack to find, and no capital request to win first. The instance runs on bare-metal colocation in Dallas and Plano, Texas, and no customer data leaves the United States. Backups stay inside the same managed environment.

Two things we say plainly, because procurement will ask. The colocation layer is ISO/IEC 27001:2022 certified through HorizonIQ; IrexAI itself is aligned with ISO/IEC 27001:2022 and 27002:2022 and holds no certification of its own. The commercial US SaaS is not FedRAMP authorized. Where a program requires FedRAMP, a dedicated instance on an authorized cloud can be scoped and pursued for that project.

Who Operates It
IREX, with 24/7 monitoring of every platform component by the IREX network operations team.
Where Data Lives
United States only, on IREX private cloud colocation in Dallas and Plano, Texas. EU and EEA data subjects are served from an in-region instance instead.
Contract Shape
Monthly or annual subscription per camera under the IREX SaaS Agreement, accepted by click-wrap or by a purchase order referencing it.
Best Fit
Cities, counties, campuses, transit operators, and enterprises starting at a single site. No volume floor.

Model 03 National Scale

Government as a Service

One sovereign operating core for a nation: encrypted communications between ministries and municipalities, and shared situational awareness across every agency authorized to see it.

Government as a Service is not a bigger deployment of the same product. It is a federated structure: a national tier for borders, infrastructure, and cross-agency threats, and municipal instances that each run their own IREX estate and decide for themselves what to share upward or sideways. Sover carries the traffic between them end-to-end encrypted; IREX supplies the vision layer; the IREX Private Cloud platform runs both, on hardware the country owns.

Explore Government as a Service
Who Operates It
The nation, tier by tier. Permissions are defined by role and department, and every high-risk action is auditable through Case ID.
What It Spans
Video intelligence, secure communications, private cloud, and the analytics exports that feed national dashboards.
Contract Shape
A multi-year national program, phased from an anchor deployment outward.
Precedent
Nationwide programs are in production in Peru, Mongolia, and Kazakhstan today.

Model 04 Full Control

Technology Transfer

Buy the platform and acquire full control of the technology, so the supply chain and the compliance posture are yours to guarantee.

The transfer framework exists because some states cannot depend on a foreign vendor's continuity, and because a national platform is a good place to start building a domestic AI capability. It is a foundation for strategic competence in AI and big data, not only a procurement of software.

Source-Code License

An exclusive, perpetual source-code license to use, reproduce, integrate, and modify the platform and all its components throughout the territory of your country, with nationwide deployment of the instance from a data center of your choice.

Deep Customization

Localization and adaptation to the country you are actually operating in: the interface in the local language, re-branding, integration with national government databases and IT systems, national certifications for security and service availability, and tuning to local conditions such as domestic license-plate formats.

Staffing and Training

Optional creation of an AI Competence Center that supports and develops the platform, and other AI programs, with your own people. Plus 24/7 monitoring, technical support, updates, and staff training for five years or more.

Common to All Four

The Same Platform, Whichever Model You Pick

There is no feature-gated edition of IREX. Nothing in the analytics catalog, the ethics framework, or the audit trail is held back for a higher tier, and the commercial model is independent of how your cameras connect.

One Platform, One Contract, One SLA

The world's most powerful video analytics platform, shipped under one contract, one SLA, and one upgrade path: the world's first VLM analytics for public safety (StreamVLM™, prompt-defined detectors, beta on selected instances), the broadest set of specialized analytics modules spanning faces, vehicles and traffic, weapons, perimeter, rail and transit, crowds, fire and smoke, camera tamper, person re-identification, and access biometrics, and a petabyte-scale instant video search engine.

Transparency by Design

The six-pillar ethics framework and the Case ID mandate come with the platform, not as a paid tier: narrow constraints on who can be recognized, permission-driven access, bias mitigation, and a non-erasable audit trail open to independent oversight.

Support, Monitoring, and Services

Standard Support is included with the license. Premier Support, professional monitoring (human verification and response on top of AI alerts), and professional services (system design, integration, new analytics modules and datasets) are priced alongside it.

Initial Response by Severity

Standard Support is included with the license. Premier Support is priced per software instance per year and adds 24/7 deployment health monitoring, weekend escalation for urgent and high issues, senior-engineer access, development-team priority, and up to two non-production licenses. The availability SLA is 99.5% monthly, with service credits.

Pricing

We Quote the System, Not a Line Item

The platform is licensed per camera and Sover per user, but a per-camera figure on its own is the wrong number to negotiate. Beyond the license you are paying for servers and GPUs, storage, networking, facilities, integration, information security, secure communications, operations staff, and a premium SLA. Those lines routinely exceed the license by a multiple, and a license priced to carry the whole commercial case simply lands in a budget category too small to hold it.

So we do the opposite. We establish in discovery which budget categories you actually hold and what sits in each, then build the offer to fit them, and present a three-year total cost of ownership against your current stack as a matter of course rather than as a rebuttal.

What a Quotation Covers

Quoted in US dollars, exclusive of applicable taxes. Volume discount bands apply against camera or user count, term length, and program scope.

The Process

From First Call to Steady State

Six to twelve months for the IREX Ethical AI Platform, three to nine for Sover. The dominant variable is not engineering, it is the procurement route, and every gate below produces a document you can put in front of an auditor.

  1. 01

    Discovery and Demo

We walk the platform through your own use cases with your technical and executive stakeholders, and establish the shape of the program: sovereignty posture, budget order of magnitude, and decision timeline.

  2. 02

    Requirements and Pilot

A time-boxed pilot on real conditions: one site, three to five use cases, six to twelve weeks, with two or three measurable success criteria agreed in writing before it starts. Accuracy is benchmarked on your cameras, not on our slides. Pilot scope and cost are agreed case by case.

  3. 03

    System Design and Commercials

Target architecture, hardware and software bill of materials, capacity model, and SLA on the technical side; licensing, support scope, and a three-year total cost of ownership against your current stack on the commercial side. Output: a signed statement of work.

  4. 04

    Procurement and Mobilization

We supply technical specifications, reference designs, and bid support for whichever route your rules require, then hardware is ordered and the joint delivery team mobilized.

  5. 05

    Build, Go Live, and Run

Infrastructure standup, private-cloud and application deployment, data and identity integration, security hardening before user acceptance testing rather than after, then cutover with a rollback window, training, 30 to 90 days of hypercare, and transition into steady-state operations under the SLA.

Procurement Routes

Four Ways the Paperwork Can Run

We do not choose your route, and we will not pretend one is available where your rules do not allow it. We do know what each one needs from a vendor, and we will tell you early if a solicitation is written in a way we cannot win.

Sole Source

The fastest route where your rules allow it: typically two to four times quicker than an open tender. We supply the sole-source justification material, technical specifications, and the accountability evidence that usually decides it.

Open Tender or RFP

The most common route in government. Send us the solicitation and we will tell you inside a working week whether we can meet it, and where a requirement is written around another vendor.

Framework Call-Off

Purchasing through a national digital marketplace or an existing framework agreement, where one is available to you.

Public-Private Partnership

PPP, BOT, or BOOT structures for capital-heavy deployments, where the infrastructure is financed and operated over the life of the program rather than bought up front.

Direct, or through a Partner

IREX Stands in Front of the Customer

IREX contracts with the end user wherever that is legally possible. In most government markets a local partner is still required, and genuinely so: a legal entity, employment, customs, field labor, and in-country certification cannot be run from abroad. What does not move is the relationship. The split is deliberate and it is the same in every territory.

See the Partner Ecosystem

Never Delegated

  • The contract with you, wherever it is legally permitted
  • The SLA and the support escalation path
  • The product roadmap conversation
  • Stewardship of your data
  • Pricing and discount authority

A Local Partner May Cover

  • Local legal entity, employment, and tax presence
  • Customs, import, and equipment logistics
  • Field installation, cabling, and physical works
  • First-line local-language support
  • In-country certification and vendor registration

The Agreement You Will Sign

IREX SaaS Agreement
End customers. IREX-hosted or self-hosted subscription, accepted by click-wrap or by a purchase order referencing it.
Distribution and Licensing Agreement
Systems integrators and resellers licensing the platform for resale in a defined territory.
Channel Partner Agreement
Referral and channel partners who introduce customers and facilitate transactions.

All agreements are governed by the laws of the State of Delaware. Invoicing is monthly in arrears, with fees due within 15 days of receipt of the invoice unless the purchase order provides otherwise.

For Your Purchase Order

Vendor Identifiers

What a vendor-registration form or a purchase order normally asks for. Anything else your finance office needs, including a W-9, certificate of insurance, or bank details for payment, comes from us on request rather than off a web page.

Questions Procurement Asks

Answers, Before You Have to Ask

Which model should we choose?

If your data cannot leave your own network, or the program is citywide or larger, start with Self-Hosted SaaS. If you are a US buyer who wants the platform running this quarter without standing up hardware, start with IREX-Hosted SaaS. If you are a nation building one operating core across ministries and cities, that is Government as a Service. If you need to own the technology outright, that is Technology Transfer.

Do you publish list prices?

No. The platform is licensed per camera, and Sover per user, but a license figure on its own is not the number your budget turns on. We quote the whole system: license, support, monitoring, and services, mapped to the budget categories you actually hold, and always with a three-year total cost of ownership against your current stack.

Is there a minimum deployment size?

IREX-Hosted SaaS carries no volume floor and is the right entry point for a single site or a small estate. Self-Hosted SaaS includes the IREX Private Cloud platform and is built for large estates, from a citywide program upward. Tell us your camera count on the first call and we will say plainly which one fits.

Can one camera run more than one analytics module?

Yes. Since version 4.38 the platform runs several analytics modules on the same camera at the same time, for example face recognition, object tracking, and traffic monitoring on one feed, with no extra hardware and no duplicated video streams. When you turn a second module on, the platform lists what is already running on that camera and asks you to confirm, so the combination is always deliberate: see module compatibility. The platform is licensed per camera, so a second capability on a camera you already license is not a second camera and not a second stream. Processing capacity for the added modules is sized in the system design stage, with the rest of the bill of materials.

Can we buy through our existing systems integrator?

Yes. Integrators and distributors license the platform for resale under a Distribution and Licensing Agreement, and referral partners under a Channel Partner Agreement. IREX still stands in front of you: the SLA, the escalation path, and stewardship of your data do not move to a third party.

Can we run a pilot before committing?

Yes, and we prefer it. A typical pilot covers one site and three to five use cases over six to twelve weeks, with two or three measurable success criteria agreed in writing before it starts. Scope and cost are agreed case by case.

Is IREX FedRAMP authorized?

No. The commercial US SaaS runs in the IREX private cloud on bare-metal colocation in Dallas and Plano, Texas. That colocation is ISO/IEC 27001:2022 certified through HorizonIQ, but it is not a FedRAMP-authorized cloud, so the commercial SaaS holds no FedRAMP authorization. Where a program requires one, a dedicated instance on a FedRAMP-authorized cloud can be scoped and pursued per project. IrexAI itself is aligned with ISO/IEC 27001:2022 and 27002:2022 and holds no certification of its own; certification is a stated objective.

Who owns the data?

You do. Customers retain 100% ownership and control of their data. IREX holds only a limited license to process it in order to provide the products, and neither owns nor accesses customer video, events, logs, or floor plans.

What support is included?

Standard Support comes with the license: online ticketing, business-day coverage, and 24x5 weekday response with a four-hour initial response on an urgent production issue. Premier Support adds 24x7 deployment health monitoring, a one-hour urgent response, weekend escalation, senior-engineer access, and non-production licenses. The availability SLA is 99.5% monthly with service credits.

How long does a deployment take?

Six to twelve months for the IREX Ethical AI Platform and three to nine months for Sover, measured from first qualified conversation to steady-state operations. The dominant variable is the procurement route: sole source runs two to four times faster than an open tender.

Can we take over the technology entirely?

Yes. The technology transfer framework grants an exclusive, perpetual source-code license to use, reproduce, integrate, and modify the platform throughout the territory of your country, with nationwide deployment from a data center of your choice, optional creation of an AI Competence Center, national certifications, localization, and five years or more of monitoring, support, updates, and staff training.

Tell Us the Estate, and We Will Tell You the Model

Camera count, where the data has to stay, who will operate it, and the fiscal year you are buying in. That is enough for a straight answer and a walkthrough on your own footage.
