Why Government as a Service

Sovereignty, Safety, Trust

A state that cannot inspect the systems running its own safety operations is not sovereign over them. The four commitments below are architectural facts of how the platform is built, not clauses in a contract, and each one is verifiable by the customer rather than asserted by the vendor.

A Secure Backbone

Sover encrypts every message, workflow, and alert moving between ministries, agencies, and cities, and handles more than 1,000 messages per second across hundreds of thousands of users. It runs on the nation’s own network, and it is source-code licensable and rebrandable.

Before any privacy-sensitive AI action, the operator records the lawful grounds for it: a case file, a court order, a missing-person report. That Case ID follows the action into an append-only, tamper-evident log, exported daily, readable by supervisors and by independent oversight bodies by design.

Detections reach the people authorized to act on them in seconds, not after the fact. Alerts route to command centers, dispatch, and the secure messenger at once, and continuous analytics exports feed national dashboards for heatmaps, trend analysis, and compliance auditing.

Federated, Not Centralized

National programs fail when they ask a city to hand its data to the capital. Government as a Service runs as a federation instead: national defense, local government, and public-private operators connected on one platform, with each city keeping sovereignty over its own estate. The National Tier

Local Control over Sharing

Permissions by Role

Cameras, databases, analytics modules, alerts, and results appear only for the roles that need them. Configuration is restricted to the top role, and every change is logged.

Seconds, and a Person at the End of It

The point of joining the vision layer to the communications layer is that a detection does not stop at a screen nobody is watching. It reaches the agency that can act, inside an encrypted channel, with the evidence attached and the accountability already recorded.

The technology to watch a country has existed for years. The accountability to deserve that power has not, which is why IREX builds the constraints first: narrow limits on who can be recognized at all, permission-driven access, bias measurement and disclosure, a non-erasable audit trail, and the Case ID mandate that binds every high-risk AI action to its documented lawful reason. Anchor First, Then Outward

No nation buys a national platform in one motion, and none should. A program starts with an anchor deployment that proves the outcome on real conditions in one city or one agency, then extends estate by estate under the same platform, the same contract, and the same SLA. Six to twelve months from first qualified conversation to steady-state operations for the IREX platform, three to nine for Sover, with the procurement route rather than engineering setting the pace.
