IREX.ai is seeking a Capture & Bid Operations Manager to run the operational engine behind our public sector pursuits. You will manage opportunity sourcing, bid intake, compliance, and submission operations, ensuring IREX responds to RFPs, RFQs, and funding opportunities efficiently, accurately, and on time.
This is a hands-on role where attention to detail, process ownership, and understanding of SLED + Federal procurement are critical. You will make the pursuit team faster and more effective, turning complex solicitations into well-structured, defensible submissions.
What You’ll Own
Opportunity Sourcing: Monitor Deltek GovWin, agency procurement portals, and other sources to identify relevant SLED and federal opportunities. Maintain a structured pipeline with due dates, set-asides, contract vehicles, and compliance requirements.
Bid Intake & Analysis: Create intake packages that summarize scope, agency goals, evaluation criteria, risks, and recommended bid posture—enabling leadership to make informed go/no-go decisions.
Capture & Compliance Support: Build and maintain compliance matrices, assumptions logs, and clarifications tracking. Coordinate Q&A and ensure submissions align with solicitation requirements.
Proposal Assembly: Pull and tailor content from IREX’s library, coordinating with SMEs across product, engineering, safety, legal, finance, and partners. Ensure proposals are clear, procurement-friendly, and consistent.
Submission Management: Handle final uploads to government portals (SAM.gov, state/local eProcurement systems, education portals). Ensure file formats, naming conventions, attestations, and confirmations are accurate and complete.
Process Improvement: Standardize templates, checklists, and archives. Conduct post-submission retrospectives to improve efficiency, accuracy, and speed for future bids.
Who You Are
Required Experience:
5+ years in public sector proposal operations, capture support, or bid management (SLED and/or Federal).
Hands-on experience with Deltek GovWin or equivalent opportunity tracking systems.
Strong understanding of government procurement processes and portal workflows.
Proven ability to build compliance matrices, intake summaries, and submission checklists.
Excellent project management and coordination skills; able to drive results independently.
High attention to detail and discipline in meeting deadlines.
Preferred Experience:
Familiarity with FAR basics, set-asides, SAM.gov, subcontracting forms, and cooperative purchasing.
Experience with public safety, security, IoT, or SaaS technology proposals.
Ability to produce clean, rubric-aligned documentation and integrate SME inputs under tight deadlines.
